Abstract

Purpose: This study aims to analyze the relationship between community learning, the development of individual and collective agency, and community empowerment. Methods: This study employs a critical narrative literature review using integrative synthesis guided by the SANRA principles. The reviewed literature comprises seminal works and publications from 2020 to 2026 retrieved from Scopus, Web of Science, and ERIC. The reported corpus consists of 60 sources, subject to confirmation through documented search and screening procedures. Findings: The synthesis indicates that participation does not automatically lead to empowerment. This relationship depends on critical learning, dialogue, trust, shared commitment, resource coordination, and social and institutional conditions. Collective agency is conceptualized as the community’s capacity to formulate shared goals and organize collective action. However, its development may be constrained by power inequalities and conflicting interests. Research Implications: The findings provide a conceptual basis for developing and evaluating non-formal education programs, particularly those connecting learning with decision-making participation and collective action. Further empirical research is needed to examine the relationships among the framework’s components across different community contexts. Originality: This study proposes the Community Learning–Agency–Empowerment Framework (CLAE Framework), which integrates community learning, individual and collective agency, collective action, and community empowerment within an analytical framework that accounts for contextual conditions.
