Abstract

Purpose: This study aims to examine the conceptual evolution from digital literacy to digital agency and identify pedagogical mechanisms that support adult empowerment in community-based education. Methods: This study employed a critical narrative literature review using an integrative narrative synthesis guided by the SANRA quality assessment scale. The review covered 60 selected publications, comprising 18 seminal works and 42 publications published between 2020 and 2026, retrieved from Scopus, Web of Science, and IEEE, as reported in the manuscript. Findings: The synthesis indicates that access to digital technologies and basic operational skills do not automatically lead to socioeconomic empowerment. The third-level digital divide is reflected in differences in individuals’ abilities to translate technology use into tangible benefits. Digital agency requires critical literacy, reflection, independent decision-making, data governance, and the purposeful use of technology to address real-life problems and strengthen civic participation. Research Implications: Community-based education should move beyond technical training by integrating information evaluation, privacy protection, data agency, and context-sensitive problem-solving. Implementation should also account for socioeconomic inequalities and differences in data protection regulations across countries. Originality: This review proposes the Digital Agency–Empowerment Framework, which conceptualizes the interrelationships among material access, critical digital literacy, data agency, and socioeconomic empowerment. The framework provides a conceptual foundation for developing community education that promotes citizens’ digital autonomy and sovereignty.
