Abstract

Purpose: This study examines the intersection of generative artificial intelligence (GenAI) and Pancasila Education in elementary schools, focusing on digital ethics, academic integrity, and AI literacy. Methods: This study employs a structured literature review of peer-reviewed publications primarily from 2022 to 2026, complemented by UNESCO guidance and Indonesian education policy documents. The literature was synthesized thematically around GenAI use in schools, ethical risks, academic integrity, AI literacy, digital citizenship, and Pancasila values. Findings: The synthesis indicates that GenAI can support creativity, personalized learning, feedback, and educational activities. However, responsible use requires critical evaluation, privacy protection, authorship awareness, transparent disclosure, and preservation of student agency. Research on AI literacy in primary education remains limited. Pancasila is proposed as an ethical-civic framework for connecting technological competence with humanity, responsibility, democratic judgment, unity, and social justice. Research Implications: The findings provide a conceptual basis for developing Pancasila-oriented GenAI literacy models, age-appropriate ethical guidance, teacher professional development, and assessment approaches that protect academic integrity and student agency. Further empirical research is needed to evaluate these approaches in elementary-school contexts. Originality: This study connects GenAI literacy and responsible AI use with the ethical and civic values of Pancasila, offering a conceptual foundation for integrating digital competence, academic integrity, and character education in elementary schools.
